William Marshall III

Mr. Marshall is President and a founder of the Progressive Policy Institute (PPI), a new center for policy innovation in Washington, D.C. Established in 1989, PPI seeks to develop a new governing philosophy and agenda for America that transcends the exhausted, left-right debate. Called "Bill Clinton's idea mill," PPI's research and recommendations on national service, welfare reform, democracy promotion and entrepreneurial government figured prominently in the 1992 election.

Mr. Marshall is co-editor of Mandate for Change (Berkeley Books, 1992), PPI's best-selling book calling for fundamental changes in national policy. He also contributed a chapter on U.S. security policy after the Cold War and co-authored a chapter proposing a radical redesign of America's social welfare system.

Mr. Marshall, who is also director of the Progressive Foundation, an independent center for public policy research, previously was Policy Director of the Democratic Leadership Council (DLC) from that organization's inception in 1985. In that capacity, he worked with leading members of Congress and other elected officials around the country-- including Bill Clinton, DLC chairman in 1990-1991--to establish the DLC as the premier forum for policy and political debate within the national Democratic Party.

During the past 12 years, Mr. Marshall also has worked on Capitol Hill and in electoral politics. Before becoming involved in politics and public policy, he was a journalist in Virginia. Mr. Marshall's reporting experience includes two years with the Richmond Times-Dispatch.

His previous campaign and political experience includes stints as press secretary, spokesman and speechwriter for the 1984 United States Senate campaign of former North Carolina Governor Jim Hunt; speechwriter and policy analyst for the late U.S. Representative Gillis Long of Louisiana, Chairman of the House Democratic Caucus; and spokesman and speechwriter in the 1982 U.S. Senate campaign of former Virginia Lt. Governor Dick Davis.

Mr. Marshall is the author of many articles, editorials and publications dealing with various aspects of contemporary politics and public policy, including War Powers in a New Security Era (1990), Defending America (1986), and Citizenship and National Service (1988). In addition, Mr. Marshall was senior editor of the 1984 House Democratic Caucus policy blueprint, Renewing America's Promise. He has participated in the drafting of several pieces of national legislation, including a demonstration project for voluntary national service passed as part of the National and Community Service Act of 1990.

Born in Norfolk, Virginia in 1952, Mr. Marshall is a 1975 graduate of the University of Virginia, where he received his Bachelor of Arts degree in English and History. Mr. Marshall and his wife, Katryn S. Nicolai, live in Washington, D.C. They have two children, Olivia and William.
